But a DX or 0 activation from a resident radio operator is not worthy to be a DX or 0 ?

For me ( personal ) , that's just an 0 or DX if someone goes to a country where they

don't have their own club member.

DX or 0 be a resident of this Country like 15IR/DX aka 15IR106 REALLY ?
